1.4 Libraries: Block 4

Block 4 is now online.

This block has now been supplemented with the libraries. This includes HTML website and LaTeX document templates.
HTML websites: There are various categories with different templates for HTML websites that you can view and copy in GitHub.
LaTeX documents: As with HTML web pages, there are LaTeX templates for the same categories that can be copied from GitHub.
